Dear Kate,
In 1852 at a Plenary Council held in Baltimore which included all the US bishops and heads of religious orders, one of the results on the sacraments was that the banns of marriage will be published.People could get a dispensation for some of the 3 banns, or all of them, for certain limited good reasons, but it is probable that most people had to wait for at least 3 weeks for the banns to be published before getting married in New York in 1860.I still haven't found out if there was an actual waiting period in New York, like we have now. That would be in the archives of the Archdiocese of New York.
Sincerely,
Kate
