PAF 4 and 5 had a problem that may be similar. It was made worse by a mismatch of monitors and video drivers.
Even at 800x600 resolution (recommended for these tests),an older non-multisync monitor matched to newer video card would hang the system in the Edit Individual sub-window (roughly comparable to the FTM More window), if that window was "stretched" by grabbing the side and bottom handles with the mouse pointer.
The hang could also occur if a new multi-sync monitor was matched to a really old video card. Swith monitors and both computers were OK!

In Display Properties-Advanced:
Set resolution to 800x600
Set Font size to a number below Small Fonts (96 dpi)
Turn off video hardware acceleration (uses fewer memory locations)
Reboot Win 98
Set Font Size to Small Fonts (96dpi)
Reboot Win 98
Boot FTM
If it hangs, reduce size of More page with mouse handles. Reboot, etc
If it works, stretch More Page with mouse, and see if it hangs.
