RIN's are really only of relevance to how the PAF program works (internally) and have no real value in how you manage your records. Some will dispute that but that is the way the program works. As you add and delete records the RIN's change. There is no set way to keep everything in numerical order. No genealogical program works that way.
Having said that, if you still want to go to the bother of being #1, here is one way to do it. Create a new PAF database with only yourself as the sole individual. Now create a GEDCOM file of your original database, making sure everything is included. Import that GEDCOM into your new database.
You will now have to merge the two entries for yourself. Take care to ensure that you merge your details from the GEDCOM data into your details (as #1) in the new database. This will then retain you as #1 in the now newly created full database.
Once you are happy with the merger, you can delete the original database if you wish. I would recommend you retain it for some time if space on your hard drive is no problem.
A simpler and easier way is to select the NOTHING option in TOOLS|PREFERENCES|APPEND TO NAMES. That way no RIN's will be displayed and your (hidden) number will be irrelevant (which it really is). That would save a lot of unnecessary work.
