It also depends on the codepage settings on your computer and you do not have to type the zero in front (I do not type it).
Here in Belgium we use codepage 850 or 437 and then the 'o with umlaut' is ALT148
On some keyboards there is a key for the 'umlaut' so you just type first the 'umlaut' followed by the letter and the combiantion will appear on your screen.
