The World Family Tree Project does have it's own PO Box for contributing files by regular mail, but some do come to our main PO Box which is also where we have damaged files sent for repair.
In almost every case where a damaged file comes in addressed to technical support or to a specific person it is routed properly. I have heard of a handful of cases like yours. Luckily, though, people are usually sending us damaged files which would fail the processing and couldn't make it onto a WFT CD.
Also, and especially important for UFT customers, is that contributions to the World Family Tree Project can be made as Family Tree Maker, GEDCOM or PAF files. So even if a healthy UFT file somehow was sent in for some reason and was mis-routed, it wouldn't make it through the initial processing because it's not in a format the the World Family Tree Project understands.
