Men reported to Local Draft Registration boards. While the registrant gave the information (he may not have wanted to register as Royal but by a nickname; some just used the forename initial and then the middle name; I don't think they were always (if at all) the ones filling out the cards. It would appear that it was just human error. Does the script of the information match the script of the signature? Being 18 I would presume it was the last draft registration? of September 1918; that one I believe had the widest range in ages of 18-45 required to register.
