Since your Joseph J Daly a USArmy private is not listed on ABMC.gov grave locations, his body was returned to the US for burial at the family's request. Families had the choice - Have the veteran buried in one the ABMC Cemeteries or returned for burial at home.
ABMC lists six Daly burials; two Edwards, Harry, and three Williams including the one above - None served in the 42nd - Rainbow Div.
Regarding a Medal - All WW-I veterans received the World War One Victory Medal with campaign bars representing the campaigns in which he served. This detail would have been on his separation papers. As for NARA having any information - that is a slim chance due to the 1973 fire in St Louis which destroyed almost all of WW-I records.
