Hello, Joan. I'm not a sailor, but I'll try to give you a little info. "Rate" in the Navy is like "rank" in the Army. Where private first class is an Army rank, seaman first class is a Navy rate. WT1c is water tender, first class. As I understand it, a water tender was part of the crew in the ship's fireroom, or boiler room, their job being to make steam to provide the vessel power. "Division" on a ship refers to a part of the ship (or ship's systems) and its crew. "E Division", I believe, is that part which attended to the electrical system of the vessel. Perhaps some of the "old salts" can expand upon this info, or correct me if I'm wrong.
