Cheryl, I looked up Lawrence W. Pechart, ASN 33939059 in the National Archives enlistment database. From the info in your post it would appear that is, "another site" to which you alluded.
In the "Residence: State" row, it shows "#2" in the "Value" column. I don't believe this is the same as "02" (which is their alphanumeric code for Alaska). This conclusion is supported by the "Undefined Code" notation in the "Meaning" column of the same row. (If it were 02 in the "Value" column, it would say "Alaska" in the "Meaning" column.)
If you will note in their "NARA Notes", they indicate, "NARA filled blank characters in this field with the # character", when they transcribed the data from the original punch cards.
This would suggest, then, that the first character in his database entry was blank, or unreadable. It could very well be that the character (which NARA noted with a # sign) could, indeed, have been a "3". This would make his "Residence: State" designation 32, which is their alphanumeric code for Pennsylvania.
