I wouldnt dwell on the department too much, it is where the Army felt they needed the personell to be at the time, with Japan expanding through the Pacific and China and Manchuria. By the time he became a POW in Europe the pacific war was more a navy and marine action. Most of the veteran Army units were needed for D-Day etc.
