Below is the latest response I received from the AFHRA. Since they can not find anything on Lt Wells I am also ending my research on this subject unless some one comes up with more promising information. I'm not that familiar with the Form 66-1 but I don't think that the list of medals and awards earned would have been listed on it. It looks like that information was added after the fact.

The research to find anything on Lt William D. Wells has produced nothing. USAFHRA does keep records of persons that received Aerial Victory Credits (AVC) but we do not keep a record of awards such as Silver Star, Air Medal, etc. Groups do not issue general orders (GO); those are issued by the major command a unit is attached.I have checked GOs for Fifth Air Force, FEAF, 13 Air Force and there are no GO 341, 321 or 338 issued in 1943.
The 18 Fighter Group history for Jun 1943 listed 12, 44 and 70 Fighter Squadrons as assigned.On 16 Jun 1943, 44 Fighter Squadron pilots shot down 10 enemy aircraft (Zeros) in the Battle of Guadalcanal.William Wells was not listed in the group who were in that battle.And he was not listed in the 12 or 70 FS histories.
Part of my job is keeping up with AVC and answering inquiries regarding AVC. LT William Wells is not listed as having any AVC.
I feel that I have devoted too much time to this unofficial request with no results.

Ms. Robertson, This is my last attempt to find the above General Orders concerning Lt William D. Wells. After doing further research on the history of the Guadalcanal air combat of June 16,1943 (Pacific dateline) (June 17,1943 US dateline) and corresponding with others we have concluded that Lt Wells was most likely attached to the 18th Fighter Group and assigned to one of its fighter squadrons, ie the 12th Fighter Squadron, 44th Fighter Squadron or the 70th Fighter Squadron. I know that you are probably tired of trying to find out about him but I hope that you can try this one last time to check the General Orders of the mentioned units to see if there is anything about him.
