No ship christened "INGHAM" so far as I can determine. There's been several christened "INGRAM" - two destroyers (of which one was converted to an amphibious command ship and the other to a seaplane tender), a destroyer escort, two high-speed transports and a Coast Guard Cutter. Maybe a few more. The USS GEORGE WASHINGTON INGRAM (DE-62), later converted and redesignated (APD-43), landed elements of the III Marine Amphibious Corps in North China after the Japanese surrender. This would have entitled the ship (and all on board) to the China Service Medal (there is no "China Liberation Medal").
He'd have been authorized the World War II Victory Medal but that's the only one I can add to your list for certain. The Philippine Liberation Medal was awarded by the Commonwealth of the Philippines and was never available through U. S. Government channels, although the service ribbon has always been readily available for purchase.
