The soldiers in the photograph are members of Battery A, 202d Antiaircraft Regiment, Coast Artillery Corps, an element of the Illinois National Guard. The photograph was taken at Battery Parrot, Fortress Monroe, Virginia during their annual two weeks active duty for training (ADT) in 1924. Desouza & Kent was a private firm, apparently engaged by members of the battery.
This is NOT an official photograph so the only way a list of the subjects' names would have been made would be if Desouza & Kent did so for some reason of their own. Even so, it would be next to impossible to trace. If he's in the photograph, he was either a member of the battery - a National Guardsman - or an inspector/instructor detailed from the Regular Army.
Fees are based on the fees I pay and other expenses I incur. I'll check around and see what records are available (if any) and work up an estimate of what I would have to charge.
