You should have complained. I'm informed that, when these were first made available by the Philippines Government years ago, the Filipino Ambassador received complaints that certain consuls were charging fees - essentially selling them. Some consuls were recalled and others were reprimanded ("punishment" was apparently meted out in direct proportion to an individual's political expertise or standing).
This was in the late '50's and early '60's - about the same time many U. S. Government departments and agencies started charging "fees" for their "services". No one (or no significant numbers) complained so now you pay incredible "fees" for information and "services" you - and previous generations - have already paid for several times over.
