On the reverse (message field) write: "I would like a copy of the IDPF of 1Lt John W. Wilson, O 729 395, who died 17 April 1943". Sign it and drop it in the mail. In a month or so you'll receive a form letter acknowledging your request and you'll receive the file in two- to four months, depending on their workload.
