Ned, You can get them translated in Turkey, but it would be harder to find someone in the U.S. who can do it. A while ago I tried to teach myself the Ottoman Turkish written in the Arabic script. The basics of it were quite easy actually & it wasn't too difficult to decipher printed texts of literature. But the problem with most government records is that they were almost always handwritten, which is not as easy to read. One also needs to be familiar with the official jargon they used in tapus, etc.
