There is a lot to read on the Internet , just google "Convict Tickets of Leave" , there are examples of what they looked like as well as full explanation on Wikipedia.
Basically a TOL allowed a convict to Marry , bring family to the colony from Britain and even acquire property. However they could not carry firearms or board a ship.
There were two types of Pardons , Conditional whereby they were freemen but had to stay in the colony and Absolute.
