I followed up on the idea that he was born in London, England. and found a birth there that seems to fit. In 1911 census parents were Joseph and Jennie

his father was a Porter - looks like it may say coal porter, but not sure
on same page is another child baptized same day

** this may explain the birth for Joseph shown as March 1901 in 1911 census - either the other Joseph was not with them for some reason OR someone just gave the wrong birthdate - as no Samuel with them I suspect he may have died before 1907 when the family immigrated
Jennie was often used as a nickname or form of Jane so that seems right also.

I looked for the births of the children born in ON to see what Jenny's maiden name was.

The database goes to 1913 so Grace and Leonard should be there but did not find them
There is a marriage record for London England for Joseph William Chandlerage 23, dock labourer, bachelor, and Jane Alice Griggsage 20 , spinster, married - Sept. 29, 1895 Stepney St. Philip
It shows Joseph's father as Edward William Chandler
and Jane's as John Edward Griggs, labourer
there is a splotch of ink over where Edward Wm. Chandler's occupation would be written

I looked for the family arriving in Canada and found the passenger list. gthey arrived May 7, 1907 at Quebec aboard the "Dominion" . They had departed from Liverpool, England

odd but Edwin and James seemed to be mixed up for ages as James was the elder of the two but again who knows who wrote the info down.
They are shown as coming from England and going to Brantford
So there is some confusion over those two children named Joseph - Joseph James John born Sept. 9, 1899 and Joseph Samuel born March 1, 1901.
I did not find a death for Samuel so ???
Also did not find any Joseph Chandler in 1900 census for Washington. I do not know why he would say he was born there but it seems unlikely. I think the England birthplace is much more likely .
I cannot guarantee that the family in Brantford is the right one but it sure seems to fit pretty well except for that thing with the two Joseph sons?
OK I just found a boarder crossing for Joseph Samuel Chandler, born 1901 England
It says he last lived Brantford, ON, destination is Vancouver, wife is Lois Chandler of Cranbrook, B.C.
He is a surveyor and it also says he arrived in Canada at Montreal in 1907 aboard the Dominion.
That ship is the same one the family came one so that makes it seem the Joseph listed was this one not the Joseph born 1899. So the mystery thickens.
