As vital statistics is a provincial responsibility, each province has its own rules as to what is available, but generally, only deaths prior to 1940 are available, with the exception of British Columbia which is available online through the BC Archives and also through Ancestry.com, but I cannot find him there, altho' there is an Albert Edward Cooksey, born 1887, who died in 1957.
