This might be out in left field, but is the name BILOW maybe another form of names like BOILEAU (bwah-LOW = "drink water"), or BOULEAU (boo-LOW) ? Other possible variations are Billow, Balleau, Ballou, Bulow, etc.etc.
I am asking, because some surnames spelled this way were French Protestant people who fled from Catholic persecution in France at various times between 1500-1750. They are known as Huguenot (= oo-genn-OH). They went to live in Germany, Holland, England and Ireland before coming to North America in the 1700's and 1800's.
