Hi David, there are Russian records in Harbin in a foriegners records office there. We were there last year and accessed some records. It is useful to be fluent in Chinese and Russian as the attendants are Chinese and the records are often in Russian. Not everybody's records are there. They are mostly movement permits/identity document applications and are accessed on a computer there. When you find the record, they bring it out on a paper bag and copy it for you. If you find one, it will have lots of biographical info. I doubt if you can do this from a distance. Regards, Richard.
