In regards to the arrival date shown on the 1901 census... these are not very reliable, so I would not take this as fact.
Cvetkovic is quite a ways from Ozalj.

At age 15 he was under age, that is he could not have traveled alone.Perhaps Franjo KOSKOVIC was bringing these young men to America for work, note that he had been in the US prior from 1895
