I searched the Irish Family History Foundation's database. It contains 11,500,000 survivng rcds for abt 60% of Irish counties. Rcds B4 1840 are sparse, B4 1800 rare.

For Hugh Fagan B 1821 +/- 4 yrs in all Ireland, I found 6 B rcds: 2-1819 Down, 1820 Armagh, 2-1821 Down, and 1822 Armagh.
For Mary Hanratty B ditto, I found 13 B rcds.
For a Mary & Hugh marriage 1844 +/- 4 yrs, I found 5 M rcds for Mary and 3 for Hugh.
For Mary Fagan B 1845 +/- 4 yrs, I found 122 B rcds. With a father named Hugh, there is 1 rcd in 1848 Co. Down
For Edward Fagan B 1851 +/- 4 yrs, I found 12 B rcds. With a father named Hugh, there are 0 B rcds.
For Ann Fagan B 1855 +/- 4 yrs, I found 51 B rcds. With a father named Hugh, there are 2 B rcds: 1853 & 1855 Down.
It looks like a good bet on their origins are in northeast Ireland. Within this general area, the most likely county is Down.
