You need more info to conduct such a search in Europe.Miller (more typically in German usage Mueller or Müller) is a very common surname.The SGGEE ( http://www.sggee.orghttp://www.sggee.org ) extraction of Germanic (typically Lutheran) records in Russian Poland has over 4000 Mueller variants of which 132 are named Gottlieb and we have only scratched the surface with our volunteer extraction efforts.
Ideally you will need a village name but at the very least a parish name will help to narrow the search.Such place names might be found in passenger ship records, naturalization records, church books, family Bibles, military service records, etc.
