The Anglican Church of Sri Lanka has records (not complete though) of all births, deaths and marraiges in Sri Lanka since the early 1800. Unfortunately many of the records prior to 1880 are in a bad state of deterioration. However, someone has put together a very useful index of names of all those that have been baptised, married and died upto about 1960. The records are located at a place called the Bishop's House (next to the Anglian church) on Bullers Road (now called Buddhaloka Mawatha). It's not hard to find as it is next to the Bandranike Memorial Centre. The Librarian (a Dutch lady who has been resident in Sri Lanka for many years) and her staff are very helpful. Unfortunately the Library has no computers and therefore has no access to e-mail.
