birth record from 1883

Does anyone know who to contact for a birth certificate for John Henson Wright born on 11/23/1883 in Lockesburg, Sevier County, Arkansas?

The vital records office in Arkansas only has records from 1914 to the present day.

Any information would be appreciated.
