Your Robert Lee MARTIN's name and 1861 birth is intriguing, as I have a close name and birthdate in my lines (see on down below the following info)
I do not live in AR but I have been able to do a bit of research in the area of Monroe Co and also Jackson and Lawrence Co where I have other lines, allied with McLAIN. Woodruff County records can be found in other nearby counties ... So far I have not dealt directly with any source in Woodruff County. My suggestion is to contact the library in Forrest City AR (County seat of St Francis County) and the library in Brinkley AR. Both of these are also known as a Literacy Council ..but here is the contact info I have:

They have a lot of the Tri-County Genealogy Society publications which contain Cemetery information for Monroe and nearby counties.
The Monroe County Court House is several miles down the road in Clarendon and though the vault with all the old books is in cramped quarters and the staff has little or no time to help you, though they were cordial and they did let me work for 2 days. I could find more if only I'd had more time available. I found more than I ever expected and took several hundred digital photographs ...that's the best and almost only way to get copies as the books can't be taken apart for copying. These old books are aging fast and I think all of us concerned should be trying to photograph the old records / digitize them to preserve them before they disintegrate any further.

The Oak Lawn Cemetery in Brinkley was full of burials on my COOPER, HOLMUN and PUGH lines ...more than I expected to find.
I have not yet spent any time in St Francis County, but I need to as I know I have ANDREWS / ANDERS and related family lines buried in Posey Cemetery. I found the burials online at the below link for Forrest City:

St. Francis County Clerk of Circuit Court has Court Records from 1872 and Land Records from 1860,Marriage Records from 1875 and Probate Records from 1865 located at 313 South Izard Street, Forrest City, 72335; (870) 261-1715 .
You probably should also take a look at Jackson County as WOODRUFF COUNTY was once part of it. This is what I show in my notes for Woodruff County AR:

The circuit clerk is the clerk of the circuit, chancery court, and juvenile court……responsible for recording deeds, mortgages, liens, and surety bonds, and many other orders and instruments which involve property within the county.

My Lines .........
I have two MARTIN marriages in my ANDREWS / COOPER line that came from SC and GA 1845 to 1855 and settled mainly in the ares at the Northern tip-top of present-day Monroe County AR ..next to Woodruff and St Francis Counties. I definitely have a lot of blanks on the MARTIN line, but I am curious...especially about a James MARTIN and how or if he is related to Rachel MARTIN, who is a daughter of Samuel MARTIN b 1790-1800 North Carolina, d 1867 Monroe County and his wife Rachel b SC, d 1846, Faulkner County Arkansas where the parents had lived.Their daughter Rachel MARTIN b 1844 -1846 in Faulkner County AR married Aug 15 1866 to John W.C. COOPER b 1843 Spartanburg, Thickety, SC d 1926 Brinkley, Monroe Co AR. John W.C. is an older brother to my great great grandfather Dillard L. COOPER.
And here begins a bit of a mystery. First...to explain ..I am trying to discover who is the James MARTIN b about 1846 South CArolina that married Henrietta Elizabeth ANDREWS (ANDERS) MUNNS MARTIN COOPER about 1864. Henrietta was a younger sister of my gg grandmother Parthenia ANDREWS (ANDERS) HOUSE HOLMAN COOPER. Henrietta's first spouse Samuel Riley MUNNS died during the Civil War period, and in 1870 Henrietta is married to James MARTIN ..but by / before 1875 she has married a COOPER and I don't know which one ..a real puzzle.(Henrietta's sister Parthenia lost 3 husbands ..George M. HOUSE, Ed HOLMUN and last spouse married her 1876 was Dillard L. COOPER, d 1884)
In 1870, Parthenia's sister Henrietta is living where her sisters are living .. in Plainland township, Monroe Co Arkansas, and Henrietta is married to a James MARTIN physician surgeon b about 1846 SC ...and the next thing I recently learned while in Monroe County (Clarendon county seat Court House) is that James MARTIN had died and Henrietta had married and UNKNOWN COOPER. She shows up in her father M.L. ANDREWS estate / probate named as Henrietta E. COOPER and her sister Parthenia is named as Theny HOLMUN in 1875, thus Parthenia has not remarried since the 1873 death of her spouse Ed HOLMUN.
In April this year, while in the Court House in Clarendon, Monroe Co AR I found a Mother-lode of documents. One I found was for my gg grandfather D.L. COOPER (Dillard L. COOPER) dated June 30 1876 Letters of Guardianship for 2 of Henrietta COOPER's minor MARTIN children ..named as Robert Houston Martin and Charles Martin. The document was in June 1876 and it was Aug 18 1876 that Dillard married Parthenia. The 2 named MARTIN minor children I found on the 1870 census .. Robert Houston MARTIN b 1864 prob Monroe Co AR and Charles MARTIN b 1867 prob Monroe Co AR ..and also I found a Leeander / Leander / Lee Andrew MARTIN b 1869 Monroe Co AR. (Leander / Lee Andrew was a name repeated on allied branches). WHAT happened to these MARTIN sons? I don't know.
Also was Henrietta married to my gg grandfather D.L. COOPER before her sister Parthenia / Theny married him? The first wife I have found for him was Martha HELMS / HELLUMS ..and the last spouse was Parthenia. Did he marry Henrietta 1870-1875 and then she died (was he made guardian of her MARTIN because her spouse James MARTIN had already died and then she died? ..but she is not named as deceased in the document) ....and he immediately (Aug 18 1876)remarried Parthenia ...who had lost her HOLMUN spouse in 1873 (old bible record)??? You can see I am very confused, lol.
I know that some of my ANDREWS / ANDERS line left Wheatley, St Francis County AR after 1880 ..for awhile anyway ..and went to Lamar County Texas (William Jeptha ANDERS Sr and Jr and William's brother Thomas ANDERS), but they returned to AR and Wheatley, AR (not far from Brinkley) but Jr and brother Thomas went to Little Rock ..where I lucked out last year and found some living ANDERS on the line a son Lawrence Ray ANDERS, born 1924, d 2007..a son Wm. Jeptha ANDERS and his wife Lora ANDERS (Lora was born ANDERS in Mississippi, but I think she was possibly on a related ANDERS (originally ANDREWS) line from the Wilkes / Lincoln County line where mine were settled prior to going to Arkansas.
