He was adopted in 1953 so at the time, it wasnt a state agency. I called the place he was adopted, which is still in business but doesnt do adoptions any more. They are more of a support group now. They still keep the records but are bound by Californias rules. They informed me that the adoptee can write them and request forms to fill out request thier birth parents information. The ONLY way they can give the information to him is if the birth mother signed a release at the time she gave him up. If she didnt, there is nothing else he can do except go to court and then it is to the discretion of the judge. If he deems that the adoptee needs medical information or other extreme situations, he may open the records. So now he is writing for the forms, will send them in and cross his fingers that she signed the release.
