California now requires a notarized statement that one is a qualified family member, as defined by the state, to order a copy of a death certificate. At www.rootsweb.com is a link to the USGenWeb Project site. Click on that then California, then Tulare County, and you will find an index of cemetery listings and an index of obituaries appearing in the local papers. I didn't find Ogle or Ida in any cemetery listing but I did find that there obits appeared in the Portervile Evening Recorder (PER):

for $3.50 per obituary. You must send a self-addressed, stamped envelope with your request and include the name and date of death or publication. Make all checks payable to the Sequoia Genealogical Society."
Rootsweb also has the California Death Index 1940-1997 where you can see basic information, name, dob, place born, dod, place, father's surname, mother's maiden name and social security number. If any spaces are blank then that information was unknown and not recorded on the death certificate. Below is the link:
