death certificates?

Hi Philip.

You might want to order Luthecia's death certificate.It will give her birthdate and the names of her parents.Here is the information from the LA Death Index.You can order the death certificate from the LA Secretary of State's office:
Luthecia LeClair Heisser Death Date:13 Dec 1929
Age:42 yearsParish:St. Tammany
Volume:39Certificate:16198

This is possibly her mother, even though the age is off (remember, death certificate information is given by someone else):
Celina LeclereDeath Date:02 Mar 1938
Age:72 YearsGender:F
Parish:St. TammanyRace:Negro
Volume:9Certificate:3964

I didn't see Luthecia in the 1900 census.You can try searching for her parents in the 1880 census yourself at www.ancestry.com or www.familysearch.org (both offer the index for free).
