Nutty 1930 census image, Adrian City

I'm wondering if anyone knows why a certain census page would be lined out entirely, line by line, with a notation in the left margin pointing the reader to another location.
Such a situation exists in Adrian City in the 1930 census, and I can't understand the notations in the left margin.

If anyone can decipher the words to the left of Irene Gray on line 85, I would appreciate it.Very puzzling.
