In 1870 there's a John Bell (b 1846 in Norway) living in FREEBORN County, Minnesota. Could he be the John who gets married 25 May 1871 in FREEBORN County to a woman named "Engebey" (Ingebor)Peterson b 1851?
I'm having trouble seeing the connection among the census and marriage records you posted. If I worked harder and longer at it, the connection might emerge. At the moment, I suspect there may be a family narrative/family lore that links them? If so would be great if you'd share that, and seems better to go to you before working longer at this.
Other John Bells of same approx age, b England, are living in Minnesota.
Susan Peterson's Norwegian name could be SYNNEVA. Peterson could be a patronymic name(her father's first name being Peter).
