The Thomas Connell buried at West Park Cem. is Scottish, based on his marriage record to Lulu Dial.
The only Connell in Cleveland that lived from about 1855 onward on California Alley is Peter Connell, whose other son, Thomas F. Connell, was a firefighter in about the 1870s-1880s. This same Thomas F. Connell became the fire warden; moreover, I believe that John J. Connell, the cop,was his brother, and lived basically across the street from Thomas. Joseph Adams, Rose Connell's husband, lived down the street from Thomas on Superior Avenue. John J. Connell was once a street car conductor (consistant with his policeman's application in Dec. 1887) and there is a a John as conductor living at 38 California in 1882, and also in 1884. In 1886, John is livingat 1222 Superior with his wife, Sarah. Anna Connell was just born and Thomas was on the way when he was sworn in as police officer, badge 144, in December 1887. For John to have been born in Cleveland in about 1855-1862, Peter living at California Alley is the only Connell who fits.
