Frank Cooper, aka David F., and his wife Emily lived with their son Walter, aka Wesley and Walter's wife "Kathryn", actually Catherine, in the 1940 Toledo census.
You can find them in the 1940 census at Ancestry in Enumeration District 95-249, image 21 of 26 on lines 33 through 36. Take the leap; it's not that difficult!
By the way, Ray Cooper is not a dead end. When he was 23 he was an inmate/plumber in the Ohio State Reformatory, per his WWI draft card dated 31 May 1917 in Mansfield, Richland Co. OH. He said he was born 11 Aug 1893 in Toledo, his home address was 856 South Ave. in Toledo, was married and had a child. Sometime between 1917 and 1919, his wife, Lucille Cecelia divorced him, remarried and Ray's child was later adopted by Lucille's husband.
This is Emily Cooper's death notice, published in the "Toledo Blade", Tuesday, June 10, 1958, 2-26-5:
COOPER-EMILY BELLE, at the home of her son, David W. Cooper, 6438 Lakeway Dr. on Monday morning. Age 91 years. Mother also of Malcolm LeRoy, Ray B. and Walter W. Cooper, 9 grandchildren, 18 great-grandchildren. Sister of Mrs. (illegible) C--- M---. Friends may call at the Walter Funeral Home, 1221 Broadway. Services Wednesday at 1 p.m. Interment Toledo Memorial Park.
