tuesday march 26,1913, rained for 8 hours,wednesday water had flooded chillicothe,ohio.....then he has thursday march 27,the ohio and scioto rivers had flooded portsmouth, raising more than 2 feet an hour, its jumped from 16 ft. to 51 feet in 24 hours. the scioto was 15 ft, higher than the ohio river. this happened in the early morning. then it says that by 10 am. people started to leave for higher ground.
