I don't know who Eddie's father was, but I have some info on him.He was Klamath Indian, b. 1881 and was full blood according to the final roll.He was alive in 1957 when the roll was published.Roll # 388; land allotment #494. I don't know if I have when he married Mildred Picard. She is listed as Mrs. Mildred Cookman in 1928, on her mothers Indian Application, and lists her birth as November 9, 1897.I think she was married first to Martin Lotches in 1915.Mildred Picard is the daughter of Henry Clay Picard and Martha Payne.Henry Clay and my great grandmother, Caroline Picard, were brother and sister; one other sister is Mary Ann Picard.Their parents were Henry Francis Picard and Oo-tus-wes-tah [Set to one side].H. Frank Picard was French, born in St. Louis, Missoui and Oo-tus-wes-tah, was full blood Shasta Indian from California.Martha Payne was also 1/2 Shasta Indian, her parents were Nehemiah Payne, b. Missouri and mother was Caroline [full blood Shasta].
Siskiyou County, California website has some information and marriages for the Picard's and Nehemiah Payne is listed in the Great Register online.
I have a copy of Martha Payne's Shasta Indian Tribal Application. It states her birth March 15, 1859, Yreka, California. She lists 5 children: Mrs. H. Clay, April 12, 1893; Mr. Henry Payne Picard, b. May 5, 1895; Mrs. Mildred Cookman, b. Nov 9, 1897; Mr. Amos Picard, b. Feb 15, 1901; & Mary Picard, b. June 29, 1906.Henry Clay Picard was robbed and killed in northeastern Oregon when leaving a bar one evening. It says all children were born in Dorris, California. Her roll # 9866.I have somewhere, a partial diary of Martha Payne, and in it it mentions Ed Cookman here and there.I think it took place around 1921-22.It mentions Mildred's 2 children by Lotches.
