You asked for help with an obituary or death record for your James William MILLINGTON and wife Sabina A. I also checked a few other sources, ones you may or may not have access to, but are available to me.
Information found on Sabina:
Sabina's middle name was listed as Ann in some of the information.
Since your email address isn't available for me to send this direct to you, I'm typing all of it here. (I only got a photocopy of the obit for Sabina. I will get rid of the obit in 1 week if I don't hear from you.)
Newspaper: The Oregonian, Portland, Oregon, November 9, 1949, Section 3, page 6, Daily Vital Statistics, Funeral Notices:

Multnomah County Foreign Voters Registration Cards, box #22739, at the Genealogical Forum of Oregon library.
I found several voter registration cards with Sabina's name. One of the registration cards of 1946 showed she registered as a Democrat, but the previous cards showed her as a Republican. Everytime a person changed their address, placing them in a different voting district, they would fill out another card to show the change, and there were several address changes for Sabina. One of the cards of special interest to you would be the one where she lived at 801 Oregon Street, in Portland. Here are some excerpts regarding her birth and family. I think the card was for the year 1918 or 1919. The Portland City Directory for 1918 has the same address on Oregon Street:
Address: 801 Oregon Street.
Place of birth: England.
Parents Full Name; Father F. C. WALES.Mother: Charlotte WALES
[Research note: the first initial of the father looked like an "F" but might be something else as it was hard to read.]
Husband: J. W. Millington.Place of birth: New York
On another voter registration card, where she listed her address as 1532 SE 73rd ave., she listed her husband as James W. Millington, that he was born in N.Y, that her party was Republican, her occupation was Housewife, she was born in England, and that she was married prior to 1922. The date on the card looked like 7 March 1928.
Foreign Voter Registration Card dated 11 Sept. 1946 she listed her address as 602 SE 69th Ave, in Portland, Oregon.
Foreign Voter Registration Card dated what looked like 1921, her address was 340 E 73rd St. N., in Portland, Oregon.
Foreign Voter Registration Card dated what looked to be 1 May 1919, the address showed 863 Sandy Blvd., in Portland, Oregon.
