Since Clifford Martin was born in 1946, they "probably" married at least 62 years ago, so their marriage record is open to ANYONE.
But, marriage records CAN be obtained WITHIN the 50 year limit...
This is what the requirement READ in:

Access to death, marriage, divorce and domestic partnership records filed in the State Vital Records office is __restricted__ for 50 years after the date of the event "__to family members and their legal representatives"__,
-- When ordering a death, marriage, divorce or domestic partnership record, you must state your relationship to the registrant, or your reason for needing the record.
So, since the marriage was so many years before, you can order it...if you can identify when and where in Oregon.

--Since Iris Hodge born 1924, died 1992 in Umatilla County, it must be the same Iris.
Suggestions:
Contact any of their children, if living, ask them where their parents married.Any other relative that may have known one of them, Ask them.
Obtain their obituaries.
Obtain a copy of the marriage license of Iris and Earl Hodge.Since this occured in 1971 (37 years ago), you may have to have one of her children request the record.If none are living and you are a grand-daughter, order it, identify you are the relation, there is no other direct descendants, and you are using it for genealogical records.You could also obtain it via court order.Some judges would authorize an order based on genealogical reasons since she has deceased; but if Hodge is still living...ASK him for information.
You can obtain Leslie Martins application for his Social Security Number, the form SS-5.It would show when he applied, where, his address, occupation, family.
