Unfortunately you have received some inaccurate info from others regarding PA birth records.
The counties did try to record births and deaths in the mid-1800s but the attempt failed miserably. There are some of these records still in existence, however.
Philly starting record births about 1860 while other counties started again in the 1880s.The state assumed this function in 1906.So.... it really depends completely on the county when it comes to figuring out what birth records are available.
It is not unusual for folks to get this wrong since PA is a very, very complicated place in which to do genealogical research.
FYI... there are other alternative records you can search including newspapers, church and cemetery, etc.
