Have you pursued the George E. Rogers on the 1910 and 1920 census in Essex Co? He is single 48, b TX on 1910, and married 54, b TX, wife Elise L., 42, b France. She came to the U.S. 1905, naturalized 1918. In both censuses George shows father born Scotland, mother born England. Maybe he is an uncle to your Ross and that is why Ross went to Essex Co, Mass???
I can't pinpoint George on the 1900 census. If you could back track him you might find a family connection. I tried looking for males in TX born in Scotland as father to George. The census index I use has to match spelling exactly and Rogers can be spelled several ways. You might follow up on that, see what you what you can find.
