I have found Dewey's brothers in the SSDI.One is in Oklahoma and the other on the Texas Border to Oklahoma.

Your best bet is to assume Elvoy was born in Oklahoma and request a birth certificate.Don't assume anything until you verify his parents names.Otherwise it's all speculative...
