You'll find one that has the father of your Samuel, plus some of Samuel's siblings, too. You might want to share information with that submitter.
The above submitter said Samuel and Frances were married 1859 in Pulaski Co, AR. So, I checked the 1860 census and found what I think is the family of Frances.

" F.A., 9, b GA [female and probably your Frances Ann]

Both Isaac Sr, and Isaac Jr, are on the 1840 census Henry Co, GA. There is an surname only index for 1830 on the GenWeb site, several Hands, so assume Isaac is there, too.
If you go to Rootsweb's WorldConnect again and type in Hand, Isaac, born 1771 + or - five years, you'll find several working on this line. Be careful on sites such as this one, some people just copy from others, warts and all. So, look for some sources, then prove or disprove the data.
Go to Henry Co, GA GenWeb site -- http://www.rootsweb.ancestry.com/~gahenry/http://www.rootsweb.ancestry.com/~gahenry/ -- Type Hand in their search feature. You will have to work your way through matches for such as "near at hand" "farm hand" etc. But #9 for example gives you date of marriage for Isaac and Frances, and his brother Willis and a couple of females, too.
