First, you are focusing too much on the marriage certificate as a starting point.I'm going to go from other facts and circumstances and then finally show how the marriage license fits. (Near as I can tell - All the William and Mamie/Mayme's in Jefferson Co. KY are the same couple)
One other caveat - Ages, middle initials, etc. are only as good as the knowledge of the person providing the information, which could be a parent, child, spouse, neighbor, or the individual who may or may not know their own information or care to provide it to the census taker.Also, many transcription errors exist, so if possible, always try to look at the original document.
Herbert has both a birth record and a death certificate.

There are few things that are consistent among the many records for William, however, his occupation for city(govt) progresses from laborer to pipefitter/layer to foreman is consistant through censuses, draft regist, and directories.Also recurring throughout the extended family is the address of 516 E. Madison (where Wm & Mamie lived for several years.)
William and Rosa(Rosella) divorced and William married her younger sister Mamie.Rosella remarried to Archie William Ligon/Legon (and other spellings.)
Dollie Franey was Dorothy Franey who married Joseph H. Kimbrel April 1903 in Floyd Co. IN.

Dolly and Mamie were born after this census was taken.I can find no death record for Henry Franey (Poss. William Henry Franey), however online trees say he died in 1884.If this is true, then he is likely not the father of Mamie and or Dollie.Whether Ellen remarried, briefly, or not is unknown.One or both of the girls may also have been born out of wedlock, as there is no record of Ellen going by any other surname than Franey. So Mamie's father may really have been a George Justice, however she was always known as Mamie Franey.

Catherine Anadel, wife of James died 5/28/1876 and is buried at Ebenezer Cem. Clark Co., IN.
Pretty sure William's father was James Madison Anadell,unclear where the Sara Middleton came from, unless he was just misinformed as she died when he was so young.
While it is possible that James M. Anadell was b. in VA, 1860, 1870, and civil war draft indicate that he was b. KY.
