The State librarian said they didn't have city directories for Colville or Stevens County, and I suspect several other little towns, but they did have some for Walla Walla. I just thought I might try and see if they might have some city directories and if they might look up some information for me if they were available. No harm in trying. Telephone directories are sometimes good and, remember, the librarian did find some for Colville andsent me a couple of pages from them. (Their earliest telephone book for Colville was 1955. She sent me copies of pages from 1964 and 1968.)
The inter-library loan system works fine if the newspaper and time period can be found and someplace will loan it out. Again, it doesn't hurt to ask. This system is also great for getting books, especially copies of out of print books. Sometimes you have to leave the book at your library and visit the library several times before you get the book read, but its well worth it. Its kind of like getting books on microfilm from LDS, through the local Family History Center, but its better. You can make photo copies that are clear (readable) and not dark.
