Many of the names you list are familiar to me.I have Allen realtives that came from Polk Co., and I just came back from a trip to Mena and Old Dallas.
It sounds like your Allens are from the Peter B. Allen - Nathan O. Allen line.Mine are not of that same line, but one of my Allens married a Cecil, as did at least one of your line.
These are the Allens buried in the Old Dallas Cemetery south of Mena.All are of my line as far as I know:

I did not find a "William B. Allen" in the Old Dallas Cemetery.
The Robert S. and Mary C. Allens listed above were my g-g-g-grandparents.Their son, Robert Samuel Allen (1860 - 1940) married Josephine Adeline Randolph (1866 - 1953).They lived in Mena.Josie had a brother, Holder H "Bud" Randolph.
They are buried in the Pinecrest Cemetery with many other Allens, some of which are in my line although most are not.There is a Josephine C. Allen (1866 - 1922) who was the wife of Samuel D. Allen (1859 - 1937).
I did not come across Emmitt or Pascal.There are many of the Peter B. Allen line that are buried in the Pleasant Grove Cemetery in Cove, which is South of Mena on Highway 71.
I came across an "Allen Lineage" in the Polk Co. Library that was rather sketchy.It was the Peter B Allen line, but does not include the names you listed.
