I think there is a connection, I don't have the names you mention, but I do have some of the Arteaga's baptismals from Tlaltenango. I don't know how far you've gone with this name, but this is what I have. From the oldest Arteaga's in my family.
Juan Carlos de Arteaga and Margarita Ramiez married in Gutierre del Aguila, Villanueva, Zacatecas Their son Pedro Jose Arteaga married Maria Merced de Salas. Pedro and Maria Merced son Jose Rosario married Alvina del Refugio Rosales in 1862 Their daughter Victoriana Arteaga married Francisco Ramirez Victoriana daughter, Petra Ramirez believed not to be Francisco's legitimate daughter, Petra's biological father was a French gentleman, Victoriana was a maid and somehow was involved with this man. (Name unknown).
Going back Pedro Jose Arteaga and Maria Merced de Salas some of their children were baptised in Tlaltenango, Zacatecas:
