I don't have the proof you seek, but perhaps some leads:
"An Elaborate History and Genealogy of the Ballous in America," by Adin Ballou (Ariel Ballou, M.D. and Latimer W. Ballou, LL.D., Proprietary Publishers, 1888, 1359 pgs.),p.273: "moved into the country." No more told. (her parents discussed on pp.116-117).

A year or so ago, I contacted a researcher in Indiana named Colleen Ridlen. She found a deed from a Hosea Sprague who she believes to be Phoebe's father as he is listed as living with Phoebe and her husband William Matley in 1850 according to the 1850 Jefferson County, Indiana census. Ms. Ridlen also reported that Hosea Sprague appeared alone in the 1820, 1830, and 1840 censuses of Jefferson County, Indiana. Neither Hosea nor Phoebe are listed in the 1860 census. I also am including family group sheets and charts for Hosea and Phoebe.

Phillips, correspondent: Based upon the 1820 Indiana, Jefferson County Census, Hosea Sprague's household consisted of 1 male 0-10, 1 male to 26, 1 male to 45, 1 male greater than 45 (five males), 3 females to 10, 1 female to 26, 1 female to 45 and 1 female greater than 45 (six females). Of these Hosea and Chloe are two and Phebe might be one. I do not know who the others are.
By the 1830 census there were only two males (15-20 & 50-60) and four females ( 1 5-10, 2 10-15 & 1 50-60). Again, I am not sure who all of these are.
By 1840, Hosea was living alone and by 1850 he was living with his daughter, Phebe (Sprague) Matley.
Between 1816 and 1820 Hosea and his family had moved from Rhode Island to near Lancaster, Graham Township, Jefferson County, Indiana. He continued to show up in the Jefferson County census through 1850, his wife was not in the 1840 or 1850 census. In 1850, he was living with his daughter Phebe, her children and her husband, William matley. He owned several plots of land (40, 40, and 80 acres). He also was deeded an additional 160 acres from the estate of Phebe Sprague (she was probably his sister, although she did not show up in the census records). I have not found either a Probate record for Hosea Sprague in Jefferson County, Indiana or records showing the sale of all of his land (this is not unusual).
In the 1820 Jefferson County, Indiana census Hosea and Chloe had 1 male 0-10, 1 male 16-18, 1 male 26-45 and 1 male > 45 (i.e., 4 "dependent males") and 3 females 0-10, 1 female 16-26, 1 female 26-45 and 1 female >45 (e.e. 5 "dependent females"). In the 1830 census he was down to 1 dependent male and three dependent females. These four children are known to be to be Elma Maria, Sarah J., Phebe, and Clinton.
