No definitive link exists.The information that Jobe's father was William has been handed down by oral tradition in that branch of the family. No concrete proof of this person exists, however, the William Blackard reported in the 1810 Caswell NC Census could very well be him.The younger William had already gone to TN around 1806 as had Charles.
Willoughby Blackard's father was definitely Charles Blackard who is recorded in NC from 1755 to 1800 and then in TN and KY until 1815.
With no other evidence to go on, my best guess is that William (father of Jobe) and Charles (father of Willoughby) were brothers, and perhaps the "2 brothers" of the family legends.
