James, Sec. of NJ 1670s,
I have found several historical resources which I believe refer to James Bollen (a/k/a Bullen, Bullaine, etc.), who was Secretary of the Colony of New Jersey during the 1670s. Bollen's Pass.
Ordered, upon the Question, That James Bollen, a Merchant, who had a Ship and Goods stayed and seized at Falmouth, shall have Mr. Speaker's Warrant to go to Oxon, to solicit the Delivery of the said Ship and Goods.
My interpretation is that the James Bollen in this item is either the James who would later become Secretary, or, possibly, a close relative, such as his father.
Item 2 is from some uncertain date between 1646 and 1649.

“[From Jean Chevalier’s ‘Journal et Recueil de Choses Remarquables en l’Isle de Jersey, Arrivés pendant les Guerres Civiles sous les Regnes des Rois, Charles Premier, et Charles Second’, and the papers of Sir Peter Osborne, we obtain the following list of those with Prince Charles in the Isle of Jersey] The divines were the Rev. Dr. Creighton, Dean of the king’s chapel; Doctors Earles, Clay, and Byam, chaplains to the Prince; and Mr. Richard Watson, chaplain to my lord Hopton2. . . . . Mr. Bullen, purveyor of silken fabrics, fine linen, and other such articles to the Prince, and his court; . . . . .”
From historical context, I believe it is reasonable to infer that James Bollen had been part of Prince Charles’s entourage in the West Country, retreating into Cornwall, and to Pendennis Castle (near Falmouth) during the Civil War. I believe that, circa March 4-11, 1646, James Bollen departed from Pendennis Castle and/or the port of Falmouth, as part of Prince Charles’ entourage, bound for Isles of Scilly [Siege of Pendennis Castle, March to August 17, 1646]. Then, circa April 16, 1646, James Bollen, still part of the Prince's entourage,, left St. Mary’s, Isles of Scilly, bound for Jersey, where they arrived on April 17, 1646. James might have been aboard The Phoenix, a relatively small vessel of four guns [did JB own it?], along with other tradesmen, some lower-level domestics of the Prince’s retinue, the baggage and some horses, arrived in the harbor by Elizabeth Castle on the Isle of Jersey. The Prince had arrived in the Proud Black Eagle (Le Noir Proudeagle; a 160-ton frigate with 24 guns) and the upper officers of his household in the Doggerbank (6 guns, belonging to Hasdunck). They had arrived from Scilly.
