That's what I used to think, too.However, if you'll notice, there is no Jacob mentioned in Stephen's will.I also used to think that there were TWO Jacobs, because there are two listed in the 1810 census.However, I examined that census carefully and found this to be "creative" census taking (enumerators were paid by the name), with at least two other people whose names appeared twice.The differences in families amounted, in each case, to one child in the family appearing in a different age group for the second entry; otherwise they were identical.
I also had some work done at the Library of Virginia by a researcher who followed the yearly tax lists.After Wendel Fenner died (1794), John took over the taxes on the property; after he moved to Highland Co., Jacob took over the taxes.Then there are the various deeds.I think they prove beyond a doubt that Jacob was not Stephen's son.One of the big difficulties here is that the year that Wendel died is the one (and only) year where the wills and administrations are missing for the entire year, so we can't just read a will which names his children.Have you gone through all the Berkeley Co. Fenner deeds and the tax lists between about 1780 and 1820?
